He also said a consultant hired by the school found that many properties and areas in the proposed TIF district shouldn't qualify for the designation of distressed.But the village received a separate report from Teska Associates Inc. in December that indicates the village meets most of the requirements for the TIF.Village Manager Ron Searl said the south end of town needs revitalizing and that the school district is only looking at the issue from a short-term perspective."The village is always conscious of any costs born by property owners within the community," Searl said in a statement, adding that the average homeowner may experience an increase of approximately $4.80 on their tax bill each year during the life of the TIF.
